The Ministry of Tourism has introduced new rules for hospitality facilities in Makkah and Madinah during the Hajj season to improve services for pilgrims.
The season runs from the start of Dhul Qadah to mid-Muharram. Repeated violations will face stricter penalties, including doubled fines, higher minimum fines, or escalating penalties depending on frequency and timing.
Serious or repeated offenses may lead to temporary closure, license suspension, or revocation, especially after a third violation.
Facilities are classified into five categories, with penalties also based on business size, ranging from 25% for micro enterprises to 100% for large establishments.
Fines range from SR2,000 to SR14,000 for regular facilities and SR1,000 to SR50,000 for temporary Hajj accommodations, along with possible closures or license cancellation.
