
The Ministry of Municipalities and Housing has set health, safety, and technical standards for group housing across the Kingdom, covering building height, space, noise, parking, and services.
Group housing includes residential buildings (up to 500 residents with a Saudi supervisor), residential complexes (up to 10,000 residents), and mobile cabins for temporary use. Bedrooms must offer 4 sqm per person, max 10 occupants. Facilities include kitchens, restrooms, prayer rooms, laundry, emergency rooms, clinics, and climate control.
Licensing requires permits and health approvals. Built-up areas can’t exceed 40% of the land. Sites must have fuel stations, EV chargers, shaded parking, bike paths, and recreational spaces.
One parking spot per 100 residents, plus disabled spaces and bus parking for 50% of occupants.
Architectural rules ensure safety and ban boundary walls on commercial streets and placing AC units or satellite dishes on balconies.
Mobile cabins must meet strict construction and insulation standards for durability and transport.
