The Real Estate General Authority (REGA) has issued guidelines for implementing the new Law of Real Estate Ownership by Non-Saudis, approved in July and effective January 2026.
Non-Saudis may own only registered properties and must disclose all required data. The law imposes 10% in taxes and fees, with fines up to SR10 million. Ownership is permitted for five categories: individuals, foreign and mixed Saudi companies, non-profits, and diplomatic missions.
