Saudi Arabia ranks first in MENA for digital government services

Saudi Arabia has retained its position as the highest-ranked country in the Middle East and North Africa in the 2025 Government Electronic and Mobile Services (GEMS) Maturity Index, published by the UN Economic and Social Commission for Western Asia (ESCWA).

The Kingdom secured first place for the fourth consecutive year, achieving an overall maturity score of 99%.


The index assessed 100 priority government services across 17 countries, with Saudi Arabia scoring:

100% in Service Availability and Development

99% in Service Usage and User Satisfaction

100% in Public Access to Services


Ahmed bin Mohammed Al-Suwaiyan, governor of the Digital Government Authority, said the achievement reflects Saudi Arabia's continued efforts to enhance digital government services, adopt emerging technologies and artificial intelligence, and advance the goals of Vision 2030.

The recognition follows other global achievements, including Saudi Arabia's second-place ranking worldwide in the 2025 World Bank GovTech Maturity Index, reinforcing the Kingdom's leadership in digital government.
