Saudi Arabia has secured first place in the Middle East and North Africa in the 2025 Government AI Readiness Index issued by Oxford Insights, one of the world’s most influential benchmarks used in shaping artificial intelligence policies and regulatory frameworks.
The ranking highlights the Kingdom’s accelerated and sustained advancement in integrating AI solutions across government operations, underscoring its commitment to responsible and long-term digital transformation.
The index evaluates the capacity of governments to adopt and utilise artificial intelligence in public policy and service delivery, assessing 195 countries worldwide based on governance structures, technological infrastructure, and institutional preparedness.
The Kingdom has achieved significant progress in AI governance, the integration of smart technologies across the public sector, the formulation of national strategies, the acceleration of AI system development and deployment, and the ability to adapt swiftly to emerging technological innovations.
