New road transport law bans unlicensed passenger transport and hailing practices in Saudi

The Transport General Authority (TGA) has stated that the new road transport law firmly forbids engaging in passenger transport without a valid licence, including the practice of calling out to passengers with the goal of providing transportation, often known as hailing.

The law prohibits individuals from carrying out unauthorized road transport activities, including calling out to passengers, soliciting, intercepting, approaching them in passenger zones, or roaming with the intent to invite them.

According to the TGA, penalties for engaging in such activities include a fine of up to SR11,000 and car impoundment for up to 25 days. Violators who practice unlicensed transportation face penalties of up to SR20,000 and vehicle impoundment for up to 60 days, as well as the prospect of the vehicle being sold at public auction and non-Saudi violators being deported.

The authority stressed that these steps are part of its efforts to combat illegal operations, defend passengers' rights, assure service quality, and preserve the interests of licensed operators. It also emphasized continuing measures such as workshops, awareness meetings, and the release of guide manuals to improve compliance with the new law and regulations.
