Ministry of Municipalities updates executive rules on municipal violation penalties

The Ministry of Municipalities and Housing has approved revised executive regulations governing municipal violation penalties. The updated rules categorize violations as serious or non-serious and outline corresponding penalties, including financial fines, temporary closures, and license revocations, with automatic escalation for repeat offenses.

For serious violations, fines can reach up to SR2 million, while other violations may incur penalties of up to SR1 million. The exact fine depends on the violation type, the municipality’s classification, and the size of the facility. Minor violations will be given a grace period for rectification before any penalties are enforced.

The update establishes a standardized framework for municipal penalties, improving the efficiency of monitoring, assessment, and fine enforcement across the Kingdom. The ministry highlighted that violations will be recorded and monitored digitally through the Momtathl and Efaa platforms, enabling swift processing, precise documentation, and transparent management.

Under the new rules, municipalities have the authority to confiscate vehicles or equipment left in public spaces and auction them publicly. They can also suspend electricity services at locations that do not address serious violations in accordance with the regulations.
