
Saudi Arabia ranked 13th globally in the Intellectual Property Rights (IPR) Enforcement Index. According to the 2025 World Competitiveness Yearbook, the Kingdom ranked 27th in 2024.
The International Institute for Management Development's (IMD) World Competitiveness Center publishes the yearbook. One of the primary competitiveness reports that the National Competitiveness Center keeps an eye on in collaboration with pertinent government departments is this year's report.
The 13th edition of the American Chamber of Commerce's "World Intellectual Property Rights Index 2025" report saw Saudi Arabia make a notable leap, with its overall score rising 17.55 percent, placing it among the top-ranked nations out of the 55 global economies covered. This demonstrates its dedication to fostering innovation and bolstering the intellectual property ecosystem in line with Saudi Vision 2030's objectives.
Saudi Arabia has reported progress in bolstering the protection of intellectual property rights both domestically and internationally and improving its effectiveness at the institutional and judicial levels. The Respect Council, the Permanent Enforcement Committee, and the Intellectual Property Respect Officer are examples of pioneering national initiatives that have shown to be successful in strengthening integration and combining governance across pertinent authorities. The creation of a public prosecution office with a focus on intellectual property cases has accelerated court proceedings and improved the effectiveness of the litigation system.
The adoption of extensive awareness campaigns covering field and digital enforcement, as well as the expansion of coordination with other government agencies and the private sector and the improvement of transparency and communication through regular meetings with rights holders, are some of the most notable actions bolstering this progress.
