Saudi Arabia has ranked first globally in the Digital Readiness Framework 2025 by the International Telecommunication Union, scoring 94 out of 100, up from fourth place last year, according to the Saudi Press Agency.
It was followed by Finland and Germany (93 each), the United Kingdom (92), Norway (91), and France (90).
The ranking underscores Saudi Arabia’s rapid progress in building a strong digital ecosystem, driven by effective regulation, governance, and institutional capacity, while supporting competitiveness and a shift toward a smart economy.
The Digital Readiness Framework evaluates national digital ecosystems across telecom infrastructure, policies, and governance using 117 indicators across nine pillars.
