Saudi Arabia implements regulation on real estate ownership by Non-Saudis

The Saudi Real Estate General Authority announced the official implementation of the Regulation on Real Estate Ownership by Non-Saudis, effective immediately. 

All applications must be submitted via the official Saudi Properties digital portal. The portal serves as the unified system for processing, compliance verification, and ownership finalization, linked directly to the national real estate title registration platform. Residents can apply directly using their iqama; eligibility is verified automatically. Non-residents could begin applications via Saudi missions/embassies abroad to obtain a digital identity, then complete the process online.

Non-Saudi companies/entities without a physical presence must register with the Ministry of Investment via the Invest Saudi platform, obtain a Unified Number (700), then apply electronically.


Ownership Rules by Region:

Ownership allowed across most regions.

Riyadh and Jeddah: Governed by specific zoning regulations.

Makkah and Madinah: Restricted to Saudi companies and Muslim individuals; framework to be announced in Q1 2026.
